Bodenbewusstsein in Wuppertal

Boden wird als schützenswertes Gut kaum wahrgenommen. Saubere Luft, Trinkwasser- und Klimaschutz sind allgemein anerkannte Güter und stehen weit oben auf der politischen Agenda. Boden ist Privateigentum und die Wertschöpfung erfolgt unter betriebswirtschaftlichen, weniger unter volkswirtschaftlichen Kriterien. Dies ist einer der Gründe, warum immer noch im hohen Maß Boden z. B. durch die Siedlungsentwicklung versiegelt (ca. 100 ha/Tag), umgelagert und mit Schadstoffen beeinträchtigt werden. Die Tätigkeiten im kommunalen Bodenschutz sind geprägt durch Altlasten- und Bodenuntersuchungen, Sanierungs- und Sicherungsmaßnahmen sowie Schutz- und Beschränkungsmaßnahmen. Diese Maßnahmen treffen beim Eigentümer oder Nutzer der Fläche nicht immer auf Verständnis. Für die Anwendung der „gesetzlichen Regelungen“, aber auch für den nachhaltigen Umgang mit dem Schutzgut Boden ist ein größeres „Bodenbewusstsein“ notwendig. Daher wurde in der Stadt Wuppertal das Projekt „Umgang mit schädlichen Bodenveränderungen – Förderung des Bodenbewusstseins“ durchgeführt. Wichtige Elemente im Projekt sind z. B. mehrere Boden-Erlebnis-Pfade, eine virtuelle Erlebnis-Wanderung, die Einrichtung eines Lehr- und Jugendgartens mit umfangreichen Informationsmaterialien, die Erstellung von Flyern, Postern sowie von Schulmaterialien und deren Bereitstellung im Internet.

Soil is hardly noticed as protect-worth resource – other than air or water. Clean air, drinking water and the climate protection are seen as a common property and are at the very top of the political agenda. Soil is private property and the creation of value occurs under economical and less under socioeconomical criteria. This is one of the reasons, why soils are still consumed for example by urban development (approx. 100 hectare/day), relocated and contaminated to a high degree. The activities in the local soil protection are dominated by the investigation and risk assessment of contaminated sites, remediation as well as protection and restriction measures. These measures are not always understood or accepted by the owner or user of the land. For the application of the „legal regulations“, but also for the sustainable use and management of soil a better awareness for soil is needed. Therefore in the city of Wuppertal the project „Dealing with Soil Degradation – Promotion of the Awareness for Soil“ was carried out. Important elements within the project are e. g. soil trails and a virtual soil trail, leaflets and posters, the planning and creation of a garden for teaching, extensive information material as well as the compilation and development of information material for schools.
