Die globalen Nachhaltigkeitsziele – ein neuer Impuls für den nationalen und internationalen Bodenschutz

Die globalen Nachhaltigkeitsziele (SDGs), die ökonomische, ökologische und soziale Leitplanken für die globale Entwicklung bis zum Jahr 2030 vorgeben, beinhalten auch Vorgaben für den Bodenschutz. Besonders zentral ist die Formulierung „strive to achieve a land degradation neutral world“. Neben den expliziten Formulierungen zum Bodenschutz in den SDGs gibt es eine Reihe von Zielen, die entweder selber indirekt Einfluss auf die nachhaltige Nutzung der Böden nehmen oder aber deren Erreichbarkeit davon abhängt, dass Böden ausreichend geschützt werden. Inwieweit die SDGs ihre Steuerungswirkung für den Bodenschutz entfalten können ist abhängig von der Wahl der Indikatoren. Diese messen nicht nur den Fortschritt, sondern dienen gleichzeitig der bisher fehlenden fachlichen Präzisierung. Hier sollten solche Indikatoren zum Tragen kommen, die in der Lage sind, die Leistungsfähigkeit der Böden in Hinblick auf mehrere Bodenfunktionen gleichzeitig zu beschreiben und neben nationalen Interessen auch globale Aspekte beachten. Indikatoren zur Veränderung der Flächennutzung und zur Veränderung des organischen Kohlenstoffs im Boden scheinen vielversprechend.

The Sustainable Development Goals represent a set of globally agreed priorities on how the world should develop economically, environmentally and socially within the next 15 years. They do contain targets dealing with soil and land degradation. Eminently important is the phrasing “strive to achieve a land degradation neutral world”. Next to these direct references on land and soil, soils do play a crucial role in achieving further SDGs that do not directly mention land and soil issues. How much power the SDGs will actually develop in combatting land and soil degradation particularly depends on the choice of indicators. Indicators will be used to measure performance in achieving the SDGs and are also needed to further specify the interpretation of the soil related goals and targets. Priority should be set on indicators which are apt to describe the capacity of soils to generate several soil derived ecosystem services simultaneously and that take into consideration both, national and global concerns. Indicators on land use change and on soil organic carbon change would meet those requirements.
