Kompensation des Schutzguts Boden

Eine Arbeitshilfe zur Umsetzung der Belange des Bodenschutzes in Hessen und Rheinland-Pfalz

Seit März 2018 steht für Hessen und Rheinland-Pfalz eine Arbeitshilfe zur Ermittlung des Kompensationsbedarfs für Eingriffe in das Schutzgut Boden im Rahmen der Bauleitplanung nach Baugesetzbuch zur Verfügung. Zusammen mit einem Excel-Berechnungstool lassen sich Eingriffe in das Schutzgut Boden sowie Minderungsmaßnahmen bewerten und ein bodenbezogener Ausgleich ableiten. Des Weiteren werden sogenannte Maßnahmensteckbriefe, in denen für ausgewählte Kompensations- und Minderungsmaßnahmen die praktische Umsetzung beschrieben wird, für den Vollzug und die Planung bereitgestellt. Im Beitrag werden neben den Datengrundlagen und Inhalten vor allem die Entwicklung der Arbeitshilfe, die methodische Vorgehensweise sowie die Beteiligung der Fachöffentlichkeit und die Einführung in die Praxis des Planungs- und Vollzugsalltags vorgestellt.

Since March 2018 a new guideline for the German states Hesse and Rhineland-Palatinate is available on how to consider soil as a subject of protection and compensation in the strategic environmental assessment due to the German federal building code (Baugesetzbuch). The guideline and an associated Excel calculation tool are useful for the assessment of interventions in the soil as a subject of protection and of mitigation and compensation measures. Fact sheets provide details for the practical implementation of selected compensation and mitigation measures. The paper presents – besides information about the data basis and about the main content of the guideline – the development of the guideline, the methodical approach and the participation of the professional public. It focus also on the implementation of the subject of soil protection in land use planning and processes of administration.
