Schadstoffbelastungen auf Bolz- und Spielplätzen in Mönchengladbach

Untersuchung – Ursachen – Maßnahmen

Es wurden 205 potenziell belastete Bolz- und Spielplätze in Mönchengladbach gemäß aktuellem Bodenschutzrecht in einem zweistufigen Verfahren untersucht (Orientierende und Detailuntersuchung). Auf Grund zu hoher Schadstoffbelastungen mussten Teilflächen von 37 % der untersuchten Plätze saniert werden. Ursachen der Belastung waren i. d. R. vor 1990 eingebaute technogene Substrate im Untergrund der Plätze (Aschen, Schlacken, Baustoffreste), die durch eine fachgerechte Ansprache vor Ort erkannt werden können. Im Rahmen der hier besonders öffentlichkeitswirksamen Untersuchungen zeigte sich, dass Verfahrensablauf, Fachbegrifflichkeiten und die komplexen fachlichen Zusammenhänge des Bodenschutzrechtes für Außenstehende nur schwer vermittelbar sind. Dies erforderte über die gesamte Projektlaufzeit eine professionelle und konsequente (Risiko-) Kommunikation gegenüber Medien und Öffentlichkeit. Bei der Entwicklung und Novellierung von Regelwerken für den bodenschutzrechtlichen Vollzug ist es wünschenswert, wenn hier die aus der Praxis eingebrachten Erfahrungen und Belange berücksichtigt werden.

According to German soil protection laws 205 potentially contaminated playgrounds and football fields in the city of Moenchengladbach have been investigated. Due to a too high contamination level it was necessary to take decontamination actions in parts of 37 % of the investigated areas. In most cases the reasons for the contamination were technogenic substrates (combustion residues, slags, debris) in the underground of the sites which had been built before 1990; they can be identified by professional on-site inspection. In connection with the publicly monitored investigations it showed that procedures, technical terms and the complex backgrounds of German soil protection laws are difficult to transmit to people. This required some professional and consequent – even risky – communication towards the media and the public. It is desirable that the experiences and issues of common practice are being considered in the process of the developing and amending of control systems and tools.
