Bodenschutz in der örtlichen Raumplanung

Umsetzung des Bodenschutzprotokolls der Alpenkonvention in bayerischen und österreichischen Gemeinden

Das Bundesumweltministerium (BMU) hatte von 2015 bis 2016 die deutsche Präsidentschaft in der Alpenkonvention inne. Dabei stellte eine konsequente Umsetzung des bereits seit 2002 ratifizierten Bodenschutzprotokolls (BodP) der Alpenkonvention einen thematischen Schwerpunkt dar. Das BMU beauftragte das Büro LAND-PLAN mit einem transnationalen Projekt, wodurch Kommunen in Oberösterreich, Tirol und die Stadt Sonthofen (Bayern) im Sinne des BodP mit Hilfe von Workshops modellhaft in die Lage versetzt werden sollen, den Schutz ihrer Böden in die örtliche Raumplanung fest zu verankern.
Als zentrales Instrument wurde die Bodenfunktionsbewertung identifiziert. Ein abgeleiteter, zusammenfassender Wert und eine Anleitung, wie dieser in die Planung einfließen kann, erwiesen sich als notwendig.
Die Darstellung der Bodenfunktionsbewertung und die Handlungsanleitung müssen möglichst spezifisch auf die Bedürfnisse der Entscheider in den Kommunen abgestimmt sein. Sind diese Voraussetzungen gegeben, können diese in der örtlichen Raumplanung auch umgesetzt werden.

From 2015 to 2016, the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMU) held the German Presidency of the Alpine Convention. One thematic priority thereof was systematically implementing the Alpine Convention‘s Protocol on Soil Conservation which had been ratified in 2002. The BMU commissioned the company LAND-PLAN to carry out a transnational project involving model workshops with the aim of enabling municipalities in Upper Austria, Tyrol and the town of Sonthofen (Bavaria) to firmly establish the protection of their soils in their local development planning in line with the Protocol on Soil Conservation.
Soil function evaluation was identified as key instrument. It proved necessary to provide a summary value, as well as guidelines on integrating it into the planning process.
The presentation of the soil function evaluation and the guidelines must be tailored as specifically as possible to the needs of the decision-making bodies in the municipalities. Once these conditions are met, they can be implemented in local development planning.
