Von der Abfallentsorgung zur Circular Economy

Die Begriffe Kreislaufwirtschaft und Circular Economy werden in der Entsorgungsbranche häufig synonym verwendet. Diese Gleichsetzung ist jedoch nicht zutreffend. Während die derzeit praktizierte Kreislaufwirtschaft faktisch den Entsorgungsgedanken in den Vordergrund stellt, ist das visionäre Ziel der Circular Economy eine ganzheitliche, zirkuläre Wirtschaftsweise unter möglichst hochwertiger, stofflicher wie energetischer Nutzung der eingesetzten Abfälle und Reststoffe (sekundäre Rohstoffe). Nur unter konsequenter Anwendung einer Circular Economy können die existenziellen Herausforderungen der Menschheit wie Ressourcenmangel, Dekarbonisierung, Energiewende und die Verhinderung einer Klimakatastrophe bewältigt werden. Am Beispiel der Behandlung von Biogut in der Bioabfallbehandlungsanlage Borgstedt werden Chancen und Hemmnisse auf dem noch weiten Weg zu einer dekarbonisierten, zirkulären Wirtschaftsweise aufgezeigt. Es sind vor allem die derzeit gesetzten regulatorischen Rahmenbedingungen, die als Innovationsbremse wirken. Gleichwohl geht die AWR voran. Denn schon Heinrich Kästner wusste es: „Es gibt nichts Gutes, außer man tut es“.

In Germany, the term Kreislaufwirtschaft is frequently used synonymously with the English circular economy. Albeit translated correctly, the semantics and practice differ significantly between the two terms. Whilst the commonly practised Kreislaufwirtschaft focusses on waste disposal, circular economy emphasises the visionary aim of a holistic, circular economic activity which maximises the material and energetic usage of the input waste and residual material (secondary residual products). Existential challenges of our time, including limitation of resources, targets of de-carbonisation and energy transition, and prevention of climate change, can only be mastered by means of a determined implementation of circular economy principles. Using the treatment of organic material at the treatment plant for biowaste Borgstedt as an example, this article outlines opportunities and barriers on the way towards a de-carbonised, circular economy. Progress towards this admittedly remote aim is primarily hampered by disadvantageous regulatory frameworks. In spite of those, the local recycling company AWR has taken significant steps into the right direction.
